Is the Catan Multiplier supposed to be a multiplier to the value of the hand, or is it supposed to emulate a Bet Multiplier? It doesn't make sense to have to "declare" it after checking or raising unless it is being used as a form of Bet Multiplier, but everything else seems like it's set up to be a Points Multipler to the value of the player's hand.

My suggestion is to make it so the player doesn't have to declare it until they are counting their hand's value at the end of the round. So if they know their opponent has ten more points than them in their hand, and their hand has a base value of ten, then they can "build a Road" and get an extra twenty points for their hand (10 x 2). (The multipliers are applied in sum with the other multipliers, of course.)

You should have to declare any Catan Multipliers within the thirty-second limit of declaring your five-card hand, as well.

If that makes sense, you can implement it. Or feel free to come up with a different solution. It needs more clarity one way or another, IMO.
